Troops are now being moved westwards and the line between the opposing forces runs from Taoydan on the Yoan River to points between Anhwa and Sinhwa on the East and Stipu on the West. The garrison at Lichow has been moved bodily to Tzeli on order to hem in General Ts'ai on the North, and if any fighting takes place it seems likely to begin either in the neighbourhood of Anhwa or near Changt eh. General Ts'ai is credited with 10,000 men, his force comprising the 9th and 10th Mixed Brigades. It is reported that he has been promised support from Kwei chow. Chao Heng-ti, on the other hand, has not yet venturai to denude the capital of his most reliable troops owing to the uncertainty whether Generals Fsieh and Wu, holding the Hengchow and Packing commands respectively, would support him or throw in their lot with the rebellious General Ts'al. The governor's two principal lieutenants, the generals in command of the 1 and 11 Divisions, have been sent to Slangsiang to have a conference with the two doubtful commanders, and it is now reported that Generals Hsieh and Wu have signified their willingness to support Chao Feng-ti. I myself believe that everything depends on extra-provincial circumstances. If Sun Yat-sen were in a position to invade "unan, there is little doubt that Generals Peieh and Wu would turn against Chao Feng-ti and combine with General Ts'ai to eject him from the province. But as Sun Yat-sen is far from having consolidated his position in Kwangtung, these officers are unwilling to commit themselves definitely as opponents of the present government of Hunan. It is certain that Chao Heng-ti cannot rely on either very much and it may be assumed that a few early successes on the part of General Ts'ai would markedly effect their future attitude and might seriously jeopardise Chao Heng-ti's government.
